Sheldon's problem is the easier one. I think that a job description is a
job description. If the boy fulfills everything you expect from that
position, then he deserves to be considered "active". It might seem
unfair that some boys get "easier" positions, which still count as much
as the "tough" ones, but that's life.

I'm not sure what I would do about Sam's. Could Sam log out/in the
troop gear even if he will not attend the campout? If not, if he could
find a replacement for this weekend, then the job gets done and he was
responsible for it getting done.
