Webelos question

I have a second year Webelos whose parents have asked a question that
I have no idea how to answer. This boy started as a Bear when he was
in third grade. He skipped 2nd grade in school so he has always been
a year younger than the other scouts in his den. Now he is ready to cross
over to Boy Scouts but he does not meet the requirements. To be a Boy
Scout you must be a graduate of the 5th grade or be 10 and 1/2. His
parent just informed me that the school will be keeping him in the 5th
grade for an addition year so he will be back with kids his age. Can
he stay in the Webelos for a third year or is he out of Scouting? His
mother feels that he is not emotionally ready to go to Boy Scouts
(and I agree) but she would like to try to keep him active until he
matures a little more.
