If he's playing baseball *and* actively serving as PL, count the second three
months. If he's playing baseball *instead of* actively serving as PL, he
needs another three months. Nowhere does it say the time served needs to be
consecutive.

I think the larger question is one of commitment, which is something else we
need to be teaching our charges. Why did he commit to serving for six months
if he knew he would be unable to fulfill half of that commitment?

As for cutting some slack, I think most would agree that any slack cut should
be limited the quality of work. I mean, these are boys, not professionals,
and we need to realize that our expectations may be above their capabilities.
(Although I am constantly surprised at what they are capable of!) So long
as they are doing their best, that should suffice. I don't believe in
cutting slack by bending the rules. If we bend the rules for one we have to
do it for all. And if the requirements are not fulfilled and we give out the
ranks anyway, what value are they?

Your Scout needs to understand that when he takes on a position like PL, it
is a commitment and responsibility, and his performance in that position
directly affects the rest of troop as well as his opportunity for
advancement.
