Kudos for asking the questions that need to be asked.
Bottom line is that this is "your call". But it sounds like he is on
a leave of absence to play ball, so I would not count the time away
for tenured leadership for rank.
I say that on behalf of those of us who went through the entire youth
program and had an active extra-curricular and social life and held
jobs in high school while still serving the troop. It can is still
being done around the world by scouts. We do it now as Scouters
because we learned about prioritizing time as Scouts.
Back to the Eagle wanna-be, if Life Scout "dad" gets unreasonable,
my dad was Troop Committee Chairman when he kicked my Second Class
Scout brother out of the troop for lack of "active participation".
The troop got the message, as well as myself.
Throw that in "dad's" face.
