the definition of "active" varies from troop to troop and leader to
leader. I look at it this way, he was registered, so technically he was
"active", however I think you need to examine the following: did he
prepare his "APL" for his abscence? Did he go on any troop outings? Is
the baseball coach a real jerk that requires a boy to be at EVERY
practice or he doesn't play? Is the boy coming back after baseball
season? I mean is he a scout who couldn't get to the meetings because of
a conflicting activity? Is he committed to advancing and helping others
scouts? I can't see penalizing a youth member for having talents that
extend beyond the scope of our program, I've seen plenty of scouts who
just "show up" for meetings, does that make them active? Did he live the
scout oath and law, regardless of whether he was at meetings? If you or
he, "a scout is trustworthy", can answer yes to most or all of these
questions I would count the time as active.
