BOR question

OK, I'm new at this. My son has been with the troop a year now and I've
done some BOR. I'm on the committee and am now committee secretary. (I
was also a Cub leader for 4 years and his Tiger coach. I was never in
Girl Scouts and my husband wasn't in Boy Scouts). During the last two
committee meetings, there has been some talk of redoing the BOR
questions. That's all well and good, but my question is: Are the Board
of Review questions made up by the troop or is there a standard set of
questions for each rank that is made up by national headquarters? If
the standard set of questions is made up by national, I don't see how we
can change them. I'm already a victim of national standards vs. council
standards because our council has its own requirements for Cub Scout
leader awards. (I am not eligible for the Cub Scout and Webelos Leader
awards because St. Louis -- that is the GREATER St. Louis Area Council
has its own rules rather than using what National sets as standard. In
other words, our leaders are not judged the same as others. Oh, well,
I'm off the subject, but maybe someone on the GSLAC would like to
respond to this as well. Anyway, is there a standard set of BOR
questions, or can we change the ones we use?
