At our Scout-O-Rama a few years ago we ran the event as a scout
skill competition and included a Tomohawk Throw, which was really popular.
This station was laid out for safety: roped off, isolated so no one could be
hit by an errant mis-throw (both behind the thrower and past the target),
always manned by an adult, one thrower at a time, etc. The biggest problem
was replacing handles on the tomohawks and enough time for all the would-be
throwers to try it out. Similarly, an archery range may be popular, but a
lot of space is needed. YiS
