Quality unit

Although I can read (and with almost 30 years in commissioner work) our
execs have come up with the following statement:

Even if a unit is NOT quality unit upon turning in their recharter (keeping
in mind that the year this award is being given for is the PREVIOUS 12
months of the unit's tenure)----should things change during the COMING year,
and the unit change the items that caused the 'missed award', that unit
status CAN BE CHANGED to be a Quality Unit for that previous year. The
explanation I received from my Exp. exec, was that there is as "..loss of
months between quality unit award reports..."

I have to ask you all -- where? This unit expired as of 1/31/97 as a NON
Quality unit ---- the recharter was turned in on time. As of Midnight
2/01/97, the unit starts working on it's requirements for the upcoming 1998
Quality Unit award. Thus -- if, as my exec says -- from that day (2/01/97)
until the next recharter in Jan 1998, we fixed the missing items, the unit
CHANGES to a Quality Unit.

Now - I submit -- since National clearly states that no BOY can go BACK and
work on a previous rank requirement -- how come the unit can? Is not the
Quality unit the 'rank' for the unit?

I have been taught: Column 1 of the QU is for the PREVIOUS 12 months = is
or is not Quality Unit for that period. Column 2 of the QU is a "promise"
FOR THE COMING 12 MONTHS. Where, I ask are the 'not counted', 'missing'
months my exec insists exists?

I KNOW that execs make their money, raises, and jobs on stats. However, if
we follow what my exec states, this particular unit can register a FEMALE AA
in the post, any time until 1/98, and will suddenly have fulfilled the
requirements for the 1/96 to 1/97 Quality Unit award, AND the unit also will
fulfilling the same requirement for the 1/97 to 1/98 coming Quality Unit
requirement.
