Bruce's comments are on the mark. But two things occurred to me as I read
them. The tone of the SMC should be friendly and draw out the boys thoughts
rather than as a teacher or other authoritative figure laying down the
rules. Also, perhaps this boy needs some confidence building - his attitude
and performance may reflect his lack of confidence that he can meet the
requirements.

Great idea, but maybe you should use these resources as a core for a Troop
presentation about what an Eagle is; less intimidating and may inspire
quality in the other boys, too. YiS
