I have to agree with your stand on the angry Scout. He has not met the
requirements as far as I am concerned. I have one Scout in the same
position at this time. 16 and he has "served" two terms as the SPL, both
times being replaced because he did not show up at meetings and did no
planning. One time as the Operations ASPL and replaced by the current SPL
because he did not perform!
At least he is 15 and has three years to make Eagle if he decides to change
his mind. To do otherwise would be showing a poor example to other Scouts
as to what being an Eagle really means and would cheapen it for all.
