Training Awards/CORs

One of our District know-it-alls contacted my wife, who happens to be our COR
and CC, to make sure people in our units receive all of the recognition they
deserve. I'd like to know if anyone on the list can confirm or refute his
statements, and my understanding of the rules:
1) "The Cub Scouter Award may be earned concurrently with any of the
other CS Training Awards (TC, DL, WL, CM, DL Coach)."
I thought that the same tenure may not be applied toward different training
awards. I also thought that you must be registered in a particular
position to apply tenure for its award. Isn't it true that the Cub Scouter
Award is available only for the MC, CC, and CA in a Pack, and for those
who work the Cub program at the District or Council level?
2) "The only training awards a COR can earn in a Pack are the Cub Scouter and
the Tiger Cub Group Coach Awards, because the Tiger Coach is a committee
function."
I thought that there are NO training awards for a COR, unless they also
are a CC or MC, in which case they would earn the Cub Scouter Award. The
COR is the only adult who may register in more than one position, but only
as a CC or MC. Since when did Tiger Coach become a committee function?
I thought they were just like a DL or WL.
Side Bar: Does anyone know why CORs have been singled out by this lack of
a training award for their position?
3) "The tenure requirement for the Cubmaster Award was reduced from 3 years
to 2 years a couple of years ago, but the paperwork still says 3 years."
This sounds familiar, but I'd still like some confirmation.
