Stan-

Don't feel bad about your lodge not being informed. We had been kicking this
puppy around on this thread for over a week before I called our Council OA
executive to ask if he had any information about the change in procedure.
When I called him, he acted surprised that I knew anything about it, and said
he had just received the information the day before my call (Jan. 21). He
mailed me a copy of the "Operations Update", which was authorized by the
National OA Committee on Dec. 28,1996, and it states that the changes are to
"take place immediately". According to the copy of the Update that I got, the
only person that received the update was the Scout Executive in each Council,
and it is his responsibility to get the information out to the Advisers. The
exact wording is:

UNIT ELECTION PROCEDURE CHANGE

The following change to the Unit Election Procedure was authorized by the
National Order of the Arrow Committee on December 28, 1996 and takes place
immediately:

(Changes to "Unit Election Procedure" found on pages 22 - 24 of the Order of
the Arrow Guide For Officers and Advisers, 1995 printing.)

A. Item six (6), on page 23 of the Guide For Officers And Advisers, was
changed to read:

A voter may list on his ballot any combination of names, including all
eligible candidates, who he believes are worthy to become members of the
Order of the Arrow.
