scoutmaster vs. eagle candidate

Folks, I need your advice - As you can see by my sig file I am the
chapter adviser for pokawachne chapter of witauchsoman lodge #44. A
life scout who is an active chapter member, participates on the
ceremonies team and is the lodge secretary is having a "problem" with
his scoutmaster. His scoutmaster is apparently putting together a
"case" to deny this young man eagle. I and other OA advsers have been
asked to document any "problems" we have had with this young man. I
have yet to respond to his scoutmaster - I must also say that this man
is MY former cubmaster and webelos leader, I've known him for a long
time, but I really don't know him that well. I can see that this is
probably going to lead to a direct appeal to the district
advancement/eagle chairman to review and sign this young mans
application without either his scoutmaster or committee chairs
signature. I would like to minimize the impact on all of the
individuals involved - how do I do this?
