One way we deal with it here, in my district, adults are not allowed to
work with the youth members at all untill they have had a interview with
the District Cmommisioner and the Group Leader.

This interview has to be done before you start helping with the youth
members.

it also serves as a chance for the adult to be told what is excpected of
them as well as giving the District Commisioner and group leader a chance
to find out if you are suitable or not. They do follow up.

While this may sound drastic, it has sorted out a few people and a few who
have been turned down have been proven later to be unsuitable. This could
be for many othere reasons besides abuse.

However, it has been successful as there have never been any incidents in
the District. Prevention is better than cure. If by having a interview is
one way of protecting the boys and girls that join scouting in Elizabeth
District, then so be it. It works, so it must be doing it's job. It may be
rough having to be interviewed to do a volunteer job, but the protection of
the youth is far more important.
