Help: Patch Trading "Blue Book"?

I'm a new Jamboree '97 staffer and I want to trade CSP and OA Lodge
flaps when I have some free time. Since I don't want to get "skinned"
by the "sharks" y'all talk so much about, I'd like to obtain a copy of
this "Blue Book" I've seen mentioned here on occasion.
Will someone please tell me how (or where) I can purchase a copy of this
patch trader's guide book? Is it strictly for OA flaps, or is it more
encompassing? Expensive? Out of print? ISBN number?
