Hi, Kevin!

First of all, watch those line lengths. Not all of us have mail readers
that handle wordwrap, and stray periods can bomb digests for some folks.

Second, the religious emblem IS NOT awarded by BSA. The requirements
are not set by BSA, and the emblem may not be purchased by BSA. Your
cubmaster needs to be reminded of this. Yes, there is a knot provided
by BSA to recognize that the Scout has earned the emblem. That's all
he can insist on awarding.

Beyond that, it is entirely up to the Scout where HE would like to
receive the award. I have awarded some at pack meetings, others at
religious services. In the latter case, there is generally some
recognition at a subsequent pack meeting or court of honor. That
serves to alert other Scouts to the possibility of earning their
religious emblems.

Third, what do you mean there are no pack meetings between December and
March!!! Just who is this program for? Are you saying that there are
no rank advancements, Webelos pins, belt loops, hike patches, nothing,
that can be awarded to the Cub Scouts during this time period?

Why can't there be an awards ceremony at the Blue & Gold? We always
gave out the ranks and awards regardless of what else might have been
planned. If the boys have earned something, they deserve to get it
and to be recognized for it. Everything else, including FOS, is
secondary to recognizing the Scouts.

Remind your cubmaster that the program is called BOY Scouting, not
adult convenience meetings. And that the BOY is first!
