Hi, Mark!

While it sounds like an excellent opportunity for him to demonstrate
leadership, it falls short of one of the criteria we use to evaluate
a potential project: Will it happen if he doesn't make it happen?

In this case, I think the answer would be yes, the conference will go
on even if he did not lead it. Therefore, it would not be suitable
as an Eagle project.

On the other hand, I would encourage him to use the conference as a
resource for finding a project. There may well be some need that
becomes apparent during the conference that needs someone to take
charge, address it, and make it happen, after suitable planning and
the obligatory prior approval.
