Dennis:
I believe that the "overall outing form" you refer to is a Tour Permit,
which is turned in at the Council Office, or, as you correctly observed,
by fax. This is the way that the outing is covered by the group
insurance. This is also the official way of documenting your activities
for the Summertime Pack Award.
Sometimes it seems I'm down in Balboa Park almost weekly turning in a
Tour Permit for one of our dens or for the pack!
