Hello there,

I had an interesting conversation today with Mr. Paul Alagero,
Director of Finance for the National Capital Area Council, BSA.
He feels that any mention of the words "Boy Scouts", when
strung together, and distributed to people nationally via the
Internet, should not be done unless approval was made from the
National Office. He goes on to say that endeavors like mine, to
promote an event which involves the resources of scouts,
whether they be boys or girls, creates a problem for most
councils, in that the youth will contact their council office vs.
reading the instructions on the form or offfer and complying with
them.

If what he says is true, that regardless of information posted,
youth and adults will seek guidance from their council first, then
it must be a real headache when persons like myself try to
disseminate information via the Internet. Secondly, are the words
"Boy Scouts" copyrighted to the point where we cannot post
information about our respective councils, districts, lodges,
chapters, units, and events, etc. without first seeking approval by
either the national or local council offices.

I am curious as to your opinions. Regarding the form which you
will find by going to the above URL, it was the form I retrieved
(and recreated using MS FrontPage 2.0) from the Girl Scout
Council of the Nation's Capital office, and not the Boy Scout
National Capital Area Council office.

My last question is why most councils have not embraced the
people in their councils who have shown and demonstrated the
greatest involvement on the Internet, and try to find ways vs.
battle lines, to come together and give further exposure of their
organization on this new media? Each time I call my council
office, I am made to feel like the enemy is me. Should volunteers
cease and desist any type of inititative, and wait only for
instructions from the professional staff, or directives emanating
from the executive board?
