always increasing vs Quality Unit

Let's get to that point first, when every eligible boy is a scout (wouldn't
that be glorious and a harbinger for a wonderful world?) Then, we can change
the requirements to only say "equal number" so that we retain all those we
serve.

Not nobel prize thinking here, either......
