Dear List,

Donald was kind enough to send the following clarification. If any
others were confused, this could help.

I have found this information "in print" for pins, but not for loops.
While it makes sense, I do prefer policies to be written. A '!' is
hardly necessary.

> A WEBELOS SCOUT, earn the Cub Scout sports pin for Physical Fitness."
> (Therefore if they earned it prior to becoming a Webelos scout

> "WHILE A WEBELOS SCOUT, earn two of the Cub Scout sports
