Not sure I understand that. According to my leader manual and the PowWow
classes I've attended the boys can earn the belt loops for
"participation" in an individual or team sport and attemtpting to learn
the rules like what are set forth in each booklet. They can not earn
them until they are a scout. It took my boys quite a long time, but
they've earned quite a few. An example is that I got 3 new Bears this
year. Two of them participated in Baseball over the summer but they
weren't Scouts yet so they don't qualify for the Belt Loops until next
spring when they start playing. I can't imagine them being able to earn
a bunch that quickly. My boys also earned some at Family Camp last year
and Day Camp over the summer.
