always increasing vs Quality Unit

Doesn't the requirement to increase membership in order to be a Quality Unit
define a pyramid scheme?? If every unit increases every year, at some point
we'll have to multiple register everyone to see even a fake increase?
Hey, guys, this is not Nobel quality thinking.....
