Merit badge on the internet!

I've offered to be the counselor for the chemistry merit badge to a BSA
Lone Scout who lives in France and who also is on SCOUTS-L. We'll do all
our work over the internet.

I doubt that this has been done much before. Here are some things I'd like
the lists' thinking on:

- I've addressed youth protection by sending a letter to the Scout's
parents introducing myself and giving my background. Anything else?

- I am registered as a counselor for the MB here in my council. Do I need
to register with Transatlantic Council or something else?

- I have the equivalent of a blue card from his father (and lone scout advisor).

- When we finish, do I send the signed blue card to the Scout? My Council?
Transatlantic? or all of the above?

This is going to be an adventure. Another member of our advancement
committee will also work with the Scout's brother on the communication MB
which is the last he needs for Eagle.

Anyone who has thoughts about the process we should use is welcome to
e-mail me or if it looks interesting for everyone to post to the whole
list.
