Yes -- and the under 5'5" woman wearing a shoulder belt is also at risk.
Until the dealership told me about the clips, I had a permanent red welt
right across the jugular. I now use the clips to adjust the shoulder
belt so it crosses my SHOULDER not my neck; OK, if I'm in an accident
I'll end up with oddly shaped bruises on my abdomen, but I likely won't
bleed to death.

And, another personal pet peeve: if they want those blasted lap belts to
cross one's lap instead of one's pelvis, why do they anchor them BEHIND you?
>From the floor up would be a far more useful anchor than the joint of the
back and the seat. :(

IMO YMMV.
