I agree, we should try to obtain up to date materials and read them.
I don't think it is reasonable to expect all leaders to have ALL material
at ALL times -
keep up on those related to your current position(s) - it gets rather
expensive otherwise!
Commissioners, however, should try to obtain as much as possible in order
to do a
better job of unit service! (This Commissioner uses pen and pencil changes
unless
there is a MAJOR change!).
Due to decisions by national, the Charter/ByLaws (C/B) and
Rules/Regulations (R/R) pamphlets
are NOT readily accessible to all Scouters. They are pretty much handled
through the
Scout Executive, and national prints them when sufficient demand exists.
The demand
is controlled by the SE at each council, as I understand it.
As to our national charter - it is FROM the congress, not TO the congress.
I don't see in
it the "chartered partner concept" existing between the BSA and Congress.
Kathie references
the Local Council incorporation document - but the national charter is
printed in it, as she
points out.
The original Charter was issued by the 64th Congress, dated 6 December
1915, signed by President
Wilson. It is an Act of Congress to incorporate the BSA. Just read through
it. Doesn't
say any thing about the POTUS, or his relationship to BSA. (I'm reading the
copy in the
C/B pamphlet, #57-491).
But, since the BSA Executive Board put into the C/B the words about the
POTUS being
elected as honorary BSA President, I would be led to believe that we give
the Honorary
President the annual report, which I suppose HE then forwards to Congress.
The annual report is required by the Charter/Incorporation Act (mentioned
above) in Section 8,
as amended 30 August 1964 by Public law 88-504 Stat. 636:
"That on or before the first day of April of each year the said Boy Scouts
of America shall make
and transmit to Congress a report of its proceedings for the year ending
December thirty-first
preceding."
