In a past leagal action where a youth was injured on a
scouting funtion, WHILE THE FATHER WAS PRESENT, the court
found that the SCOUT LEADER was "in charge" and was
therefore responsible for the safty of the youth and
NOT the father. SO DEFINITLY YES! As a scout leader,
with designated responsiblity and knowledge of the BSA
safty RULES and regulations, YOU MUST step in to prevent
and/or avoid UN-safe behavior. If you don't and the
youth in YOUR charge is hurt, you can be sued by the
family, even if the father was present!

In another recent case, a leader was found at fault,
when scouts had left the program area, with out
authority, and a scout was injured. The leader was
still found at fault, for not maintaining proper
supervision and control on the youth in his charge.
Again, the father was ALSO present at the campout.
In fact, BOTH were taking a NAP at the time.

Maybe some of the more professional legal types can
quote or site the sepcific references, but the above
are from 2 actual cases, where a parent was present,
and the SCOUT leader was found negligent and liable
when a scout was hurt.
