I would never hesitate to jump in and stop unsafe behavior by a scout or
webelos from another unit, whether or not a parent is nearby. Rather than
instructing a scout from another troop/pack, I would take the youth to his
leader/parent to explain what happened and them let them take corrective
action as they see fit. Don't look at this as interfering but protecting the
scouts.
