I would say #3. Many times when Webelos attend a function with a Troop, the adults who are in charge of the Webelos do not now Troop or BSA policy and frequently do not even have the good sense to teach their Webelos some much needed camping safety (as w
as the case you experienced). In either of these two cases, you should "interfere" (as diplomatically as possible) to assure the safety of these Scouts and the adherence to policy.

While doing this, remember that a primary reason for having the troop invite the Webelos is as a tool for recruiting both Webelos and parent into the troop. As ASM, you need to make sure that the Webelos (and their parents) have an enjoyable AND safe tim
e while with the troop. While your actions to assure these youngsters have a safe time are commendable, I feel you could probably have used more tact in handling the situation (especially with the father).
