Why not have Scout Master's Conference now before he reaches 1st Class?
Explain to him what is expected by Scout Spirit and what he has to do to
meet this requirement before his next SMC/BoR. There is no requirement that
SMC's *only* occur when he has completed all other requirements for a rank
advancement. Detail his unacceptable behavior and how it can be improved.
Explain that he will not be recommended for a Board of Review unless these
requirements are met.

In this case, I would *strongly* recommend that the SMC recommended above be
held by one of your Asst. SM's or by a Committee member, not yourself. It's
real hard to make the determination of whether or not you are treating him
differently than other Scouts just because he *is* your son. I know -- been
there, done that... etc.!
