Hi Matt,
I would say that scout has bought himself a tent. Assign it to him and
make him sleep in it. Let him work off the cost by his participation in
fundraisers. There is an important lesson to be learned here. A Scout
is Trustworthy, Loyal, Helpful, Obedient. I would pro-rate the cost on a
three year timeline. I would let the parents know what has happened but
wouldn't ask them for payment. This should be the Scout's responsibility
but ultimately it is the Scoutmaster's call. Each case is different and
only he knows all the details.
