Rick,
Check out the Guide to Safe Scouting, there is a section on the tour
permit, traveling, etc. in the document.
Check out your councils NOAC/Jambo?? staff types; find out who the
tour leader was. There is a lot more to do for these, buit it should
give you a good starting point for the amount of planning for a major
trip.
