I don't know the circumstances or people involved, but you certainly would
be reasonable to bring up the question to the Patrol Leaders Council or
possibly ask the Scoutmaster for an explanation. It would seem that the boy
who failed to dry the tent should clean it. Replacement would depend on the
condition after cleaning. YiS
