The official policy is that all members of the BOR (below Eagle) must be
registered as members of the troop committee. This is not just a way to get
more money or numbers, however. The committee should already exist, and not
just be something on paper for the purposes of staffing BOR's.
We should remember that it's the committee's job to make sure that the uniformed
leaders are following the program and doing their job properly. The Scoutmaster
is the equivalent of the President and Chief Operating Officer of a Company,
while the Committee is equivalent to the Board of Directors (with the Committee
Chair as Chairman and CEO). Therefore, it is important that members of the
committee understand the aims and methods of the scouting program. Simply
making all parents register as committee members is not really helping the unit.
Also, we should remember that simply being a parent does not automatically mean
that the person should be associated with our youth. Each and every application
should be checked out thoroughly, and each committee member should receive
training.
Back on point, the BOR is the primary means for the committee to monitor troop
operations. This is the place where they get to see from the boys perspective
(the most important one) if the troop program is working properly. This is the
one reason for requiring all BOR members to be registered troop committee
members, and for not allowing the unit leaders on the BOR's.
