Who can sit on Board of Review....?

Drew had some good questions about registered v. non-registered
adults sitting on BoR. I do not know the answers but I have some
additional questions and thoughts.
If one of the purposes of the BoR is to check on the job being
performed by the Scoutmaster corps and to determine if the Troop
is serving the community (i.e. charter organization) well, then I
suggest having representatives from the charter organization
participate in BoR. Just this month, we started inviting key
members of our parish and school (school principal, youth minister,
associate pastors) to participate on our BoR. We only invite one
each month (BoR are the last Troop meeting of the month). The
Advancement Chair gives each person that agrees to be in our
BoR pool a copy of the troop BoR handbook (I plagiarized it from
one of the excellent pages on the Web).
I see a couple of advantages to having these people participate
in our BoR. It raises our visibility in the charter organization.
The rest of the charter organization (i.e. youth minister) learns
that we are more than just fun and games. It enhances the learning
aspect of the BoR for the Scout of having to speak in front of
a group of adults - some they may not know and some they know
well (such as the principal or one of the priest). It gives the
charter organization a better idea of what the troop is up to and
leaves open the possibility of having the charter organization
participate in guiding the troop's program (as they should).
