Here are some materials you should be able to obtain from your council
(or from BSA Supply, 1-800-323-0732):

Scouting for the Emotionally Disturbed, No. LL33008
Scouting for the Learning Disabled, No. LL3065
Scouting for the Mentally Retarded, No. LL33058

There used to be a special, alternative advancement program for Scouts
with severe learning disabilites, but I can't find reference to it in
the Advancement Policies and Guidelines, so I'm not sure it still exists.
