Sorry to correct you but, that is not true. You may be confusing signing off
with Board of Review. There was a time not too long ago when junior leaders
could sit on a Board of Review but, no longer. However, since time immemorial,
Scoutmasters could designate junior leaders who could sign off on requirements,
and it is still that way today.
