But APL is not on the acceptable list for Star or Life either. The point
was that Bugler and Historian used to be acceptable for Star and Life, but
not for Eagle. Now Historian is acceptable for Eagle but Bugler still is
not.

But, as you say, what is required is a position of responsibility, not a
leadership position. Like it or not, that is how national defines it.
Besides, how much "leadership" an Historian provides depends upon how the
troop defines the roll. And, if Historian is such a "wimpy" position, then
maybe it should be deleted for Star and Life as well. Also, the same
argument could be made for the Chaplain Aide, or the Scribe, or the
Librarian. They all deal with a function which assists the troop program,
but none of them really have any direct say in the day to day leadership of
the unit. Unless, of course, you expect ALL of your junior leaders to
exercise leadership, regardless of title and job responsibility, in which
case, the same argument could certainly be made for Historian.
As I said in another post, I believe the change in terminology had more to
do with staff/line differences than anything else.
