What size is "large?" I think of a 20 pounder as small, unless
"small" are the little lantern tanks on the shelf at Wal-Mart.
I would certainly not recommend refilling the little lantern
ones, but check with your local LP gas company. Maybe they'll do
it, or confirm that you shouldn't.
There is a temperature difference in the tank which occurs at the
interface between the liquid and the gas inside the tank. This
will be apparent in humid weather as moisture condenses (or even
frosts up) on the outside of the tank. There are "fuel guages"
available which affix to the side of a tank and indicate the
level. They are temperature sensitive and turn color based on
the temperature.

1. The small propane tanks are not refillable.
2. They go by weight.
3. Weigh the tank when it is new and record that weight. When it becomes
empty weigh it again. Keep these figures and a quick check with a scale will
tell you how much is left.
Example:
The large propane tanks are called 20 pound tanks. The empty tank weighs
18 pounds and a full tank weighs 38 pounds. (20 pounds of propane). I use
an old bathroom scale to weigh it. The smaller tanks might require the
use of a smaller scale like the ones used to weigh infants.
