The SM can designate anyone he feels qualified to signoff for Tenderfoot
through 1st Class requirements. IMHO I feel that this should be done by the
boys (preferably 1st class or higher and the PL if possible).

The SM is ultimately responsible to assure that the scout knows his skills
and has completed his requirements before he signs off on the Scoutmaster
Conference. This should be the last item before the BOR.

One other thing that we have instituted in our troop is that the boys can
not sign off on scout spirit. This was becoming either just no brainer or
in some cases was being used to put up a road block to a scout who may not
be popular with some of the other scouts. Now the SM signs off on scout
spirit.
