Advancement signoff

Greetings fellow scouters,
Simple question....Who can actually do the signing off of a boy on his
Tenderfoot trough First Class advancement requirements? Who actually
can put their "John Hancock" in the scouts handbook? I contend that
both the youth leaders (of a higher rank) and some adult leaders.
Others are telling me that it is only the adult leaders.
Please help me.
