Re: checking out scout troops

I agree that the demerit system Kim Moye described would seem to be
out-of-bounds. We use a "3 Strikes" system, although so far nobody has
been sent home (they've come awfully close, though). But to make future
events contingent upon small infractions piled up over time seems wrong
to me. The only time I would consider that would be for a MAJOR
infraction when I felt that there was lingering danger of problems.
I feel the "3 Strikes" rule has worked fairly well since we've
implemented it in our troop. It gives the boys a chance to know what
the standard they have to meet is, and since the boy leaders can give
strikes it gives them a chance to participate in keeping the troop
running well.
As for Barb Stephens' question about visiting a Court of Honor, I think
that it is much better to visit a regular meeting if possible. You
still should be able to tell from the way the COH is run whether the
troop tends to be boy-run or adult-run by watching the interactions of
the principle players (MC, SPL, SM, etc) during the COH.
