This one is simple, there is no application. According to BSA No. 14-550A,
1992 printing, the council commissioner and scout executive determine how to
certify the eligibility of the recipients, what records they want to keep,
and where and how they will present the award.
The whole idea of this award is to improve commissioner service. If they are
not using it in your council, have your district commissioner bring it up in
the council commissioner's meeting.
In my case most of our district commissioner's staff received the award after
we rechartered every unit in the district on time, two years in a row. The
third year we lost one pack, their sponsor was lost in a consolidation, and
we got razzed for slipping! B^)
