While I understand that you believe that the requirements
are in fact being accomplished, I think that the pivotal point here
is that the boy is really being shortchanged. One of the expectations
of doing the merit badges (especially) is that the young man will
be forced to "push the envelope" of his comfort and call some
adult that he doesn't know and have to set up a meeting. That's personal
growth for the youth.
The other point, having one merit badge counselor accept
the work done under another is a sticky point here. The counselor
can certainly accept all or none of the previous counselor's
work. Believe that it would be best if the situation was
avoided altogether and the boy just work through the program
with counselors other than his Dad.
