Our Troop/Post Committee treasurer gives a monthly spreadsheet report of
accounts, expenses, income, personal accounts for Scouts along with
presentation of monthly bank statements at the committee meeting with
copies for all members.
According to our bylaws, expenses must be pre-approved by the Committee,
other than anticipated day to day expenses for advancement materials,
insignia, etc. Large purchases in particular must be voted upon in
committee upon recommendation of the Scoutmaster's staff/Troop/Post
Committee members, et al.
Although the treasurer certainly has input and makes recommendations
regarding the expenditures, they have no authority to limit, refuse, or
otherwise regulate such purchases when they are duly approved by the
committee.
It is not inappropriate to have the treasurer bonded especially if you
have large sums that they deal with; and secondly, a reporting concept
such as the one described above tends to keep everyone informed on a
monthly basis. Any treasurer who is ethical will welcome such measures
without hesitation since it openly demonstrates their competency and
dedication for the control and disbursement of unit funds.
