As the rental car commercial says "..not exactly..";
although the red, blue and
silver tie is listed under adult uniforming, it is also specified for wear
by Explorer youth wearing the blazer and "E" silver buillion emblem.
Previously, Explorers had a red and blue striped tie which had an "E" logo
on it that was for Explorers and Advisors. This was discontinued in favor
of the Universal tie mentioned above; more recently, the red and blue tie
is being brought back for Explorer use only.
As far as the regular "uniform ties" for wear with the khaki uniform, I
believe you are correct that they are not generally intended for youth to
wear, but on the other hand, I have not seen anything that expressly
prohibits them from wearing one, so probably if they really wanted to,
they could.
The "old" explorer uniform of the 50's through 70's prescribed a brown tie
with the dark green long sleeved shirt for Explorer youth and adults.
WIth regard to the quality unit patch; the unit earns and is awarded the
"Quality Unit Designation" during each rechartering process.
Although members contribute to
the requirements for earning the award, it is still a unit award.
Therefore, anyone who joins the unit during that calendar year, is
entitled to wear the embroidered "quality unit emblem,", because it is
given to the unit, not the individual Scout or Leader.
