Well, the one term as Den Chief, if used for Star, could not be used again
for Life/Eagle. This is because of the unwritten but well recognized
rule that one single activity should not count for passing multiple
requirements. But a new term as Den Chief while working toward Life or
Eagle could certainly count as a new activity done at the new level.
So yes, 3 terms service as a Den Chief could satisfy the requirement at
all 3 ranks, although as a leader I would rather see the boy in some other
leadership position such as PL or ASPL or SPL for at least one of those
ranks.
