Just out of curiosity, what is it that you object to in that
particular stipulation? We have one troop in the area that
sets a maximum number of boys, but most troops are open to all
and any boy.

I know of two troops that are sponsored by an organization with
a name like "Concerned Adults for Sponsorship of Troop xxx".

To my knowledge they were set up because the prior sponsor (a grade
school) no longer wanted to sponsor them, but would provide space to
meet. I believe they were incorporated in some low level way.
