That's the key. Nope. Each Palm requires three months tenure after Eagle or
after last palm. He *may* be able to earn ONE palm if there's a three-month
lag period (unusual but it does happen) between the Eagle Board of Review
and the Court of Honor...

Not both Palms. The Boy Scout advancement train stops at 18, therefore he
won't be able to attend a board of review for the Gold Palm at 18+6 months.
Yeah...I know how the Scout must feel...I had the last merit badge finished
at my 18th birthday, but because it was only two months between my second
Gold Palm and what could have been my second Silver Palm, I had to give it
up.....ah, how time catches one...
