Eagle Palm

Have unusual problem. Scout will be 18 on Nov 3. Scout has 31 MB's, but
has just asked for BOR on Eagle. Project completed. All Eagle required's
done. Requirements for Palm(s) require service after Eagle. He will not
have the time. Is there anyway to award the palms. He has enough MB's for
two. Any advice will be appreciated.
